Publishing menu questions

Is there a way to automate process of publishing menu using POS API without need to use frontend.deliverect.com website? For example one combined function: Sync products -> create new menu (similar to "Import from POS" function) -> select all categories and articles -> Publish menu?
Let's say one location is selling articles by: eat in, delivery and pick up. On demand there is a need to disable delivery type. Should in that situation, the location publish empty menu for delivery?
